About ECCC (EDCC) certification


ECCC Certification is an initiative that aims to support the development of IT communities across Europe and behind.

According to DESI research published by the European Commission, since 2015, the level of digital skills has continued to grow slowly, reaching 56% of individuals having at least basic digital skills, 31% with above basic digital skills and 58% of individuals having at least basic software skills. The skills indicators are strongly influenced by socio-demographic aspects. For example, 80% of young adults (aged 16-24), 84% of individuals with high formal education5, and 87% of students have at least basic digital skills. By contrast, only 33% of those aged 55-74 and 28% of the retired and the inactive possess at least basic digital skills. There is still substantial gap between rural and urban areas when looking at the digital skills of the population: only 48% of individuals living in rural areas possess at least basic digital skills, in contrary to the ones living in the cities (62%).

At the same time the key target for Europe is to reach 20 million employed ICT speciallists in the EU by 2030. 

With their high standards and quality of content, the ECCC Certifications help to meet that demand and develop digital competence of citizens.


ECCC DigComp certification standard

The ECCC Foundation developed and implemented the European Digital Competence Certificate –   DigComp (EDCC) compliant with the European Commission’s:

ECCC Foundation contributed and helped JRC of Europen Commission to shape DigComp 2.0, 2.1and 2.2 and provided its expertise in their validation process.

For the development of a digital competence validation standard inspired by the European Digital Competence framework for Citizens, the ECCC Foundation has been nominated for the European Commission’s DIGITAL SKILLS AWARD 2016.

ECCC certification has been recognised by the Ministry of Development in its „Requirements for monitoring the implementation progress of operational programs for 2014-2020” and „Basic information on obtaining qualifications under projects co-financed from the European Social Fund”.

The Polish translation of DigComp 2.1: The Digital Competence Framework for Citizens with eight proficiency levels and examples of use, has been made under the Ministry of Digital Affairs’ patronage.

ECCC certification is mentioned in the above European Commission’s publications as an example of good European practice.
